Time tracking and HR: Medical for Germany

In healthcare the rota cannot have gaps: on-call lines, round-the-clock cover, rest after duty and professional credentials that must never lapse. 4mystaff builds the on-call and shift rota, records actual hours to the standard required by the EU Working Time Directive (2003/88/EC), and warns you before a licence or indemnity policy expires.

On-call and duty shifts

Build duty rosters per department and on-call line, with on-call hours tracked apart from ordinary working time. Rotation stays fairly spread across the team. Set up for Germany: working-time records follow ArbZG §16(2) — Aufzeichnungspflicht der Arbeitszeit (BAG-Urteil vom 13.09.2022).

The “On-call and duty shifts” flow keeps the hours, approvals and history you need for MiLoG §17 und Überstundennachweise and for an inspection by Gewerbeaufsicht / Zoll-FKS.

Continuous 24/7 coverage

Day, night and weekend shifts planned so no hour is left without staff. The system flags breaches of minimum rest between duties. Set up for Germany: working-time records follow ArbZG §16(2) — Aufzeichnungspflicht der Arbeitszeit (BAG-Urteil vom 13.09.2022).

The “Continuous 24/7 coverage” flow keeps the hours, approvals and history you need for MiLoG §17 und Überstundennachweise and for an inspection by Gewerbeaufsicht / Zoll-FKS.

Licence and certification expiry

Track practising licences, malpractice insurance and continuing-education credits with their expiry dates, alerting long before they run out. Set up for Germany: working-time records follow ArbZG §16(2) — Aufzeichnungspflicht der Arbeitszeit (BAG-Urteil vom 13.09.2022).

The “Licence and certification expiry” flow keeps the hours, approvals and history you need for MiLoG §17 und Überstundennachweise and for an inspection by Gewerbeaufsicht / Zoll-FKS.

Night and weekend premiums

Night, weekend and public-holiday hours are calculated per employee and passed to payroll together with the timesheet. Set up for Germany: working-time records follow ArbZG §16(2) — Aufzeichnungspflicht der Arbeitszeit (BAG-Urteil vom 13.09.2022).

The “Night and weekend premiums” flow keeps the hours, approvals and history you need for MiLoG §17 und Überstundennachweise and for an inspection by Gewerbeaufsicht / Zoll-FKS.

Digital personnel records

Contracts, job descriptions, diplomas and certificates in one electronic file with role-based access, 2FA and a GDPR-compliant access log. Set up for Germany: working-time records follow ArbZG §16(2) — Aufzeichnungspflicht der Arbeitszeit (BAG-Urteil vom 13.09.2022).

The “Digital personnel records” flow keeps the hours, approvals and history you need for MiLoG §17 und Überstundennachweise and for an inspection by Gewerbeaufsicht / Zoll-FKS.

Frequently asked questions

How do I build an on-call rota without leaving a line uncovered?

You define each on-call line and the competencies it requires; the system drafts the month only from staff who hold the right credential and are available. Coverage gaps are highlighted before publication, and swaps between clinicians are requested and approved in the app with a full audit trail.

Does time spent on call count as working time?

When a clinician has to be physically present at the workplace and available to intervene, the Court of Justice has consistently treated the whole period as working time (SIMAP C-303/98 and Jaeger C-151/02). It therefore counts towards the 48-hour weekly average, and the 11 hours of daily rest (art. 3) still apply afterwards — the planner will not schedule that person into the very next shift.

Can I track expiring professional credentials?

Yes. Each employee record holds the practising licence, professional indemnity cover, mandatory health checks and continuing-education credits, each with an expiry date. Reminders go to both the individual and the rota coordinator, and any on-call assignment made with a lapsed credential is flagged immediately.

A doctor works across two sites. How do I see the hours correctly?

Clock-in is tied to the site, so the report separates hours by location and by activity type — clinic, on-call, theatre. The working-time total stays single for compliance and payroll purposes, while the cost is attributed to the unit that generated the activity.
